Ritsumeikan Asia pacific University of Japan, situated in oite prefecture.Kyushu, was founded in 1869. It was ever named Kyoto Institute of Political science and law. and developed to the present Ritsumeikan University. The university has long been in cooperation with the universities of the United States for nearly a hundred years. It imitated the American form in running the university through combination of the government, enterprises and the university, with the support of scores of organizations both domestic and outside Japan to have the universities completely rebuilt, and it has been decided that from the April of 2000, the university will formally be named Ritsumeikan Asia Pacific University of Japan. Japanese and American professors and experts asserted that, through the experience for about a hundred years it can be concluded that in the 21st century man will enter an era in which a certain number of main languages are used in social communication in polities, economy, culture science and technology. Therefore English will be the working language of that university, and all the lessons will be giver in English, and this decision was made on the basis of research of the future development of society.

The university will admit 1000 new students in 2000, and in addition, it will enroll 500 foreign students through recommendation. The university authority wishes Huijia school to send excellent students to the university, and it will also enroll students from different countries to mingle different cultures and values, and promote exchanges with the people all over the world. For this purpose the university set up a large consultative committee, with as many as 210 members. Canadian prime minister Jean Chretien is the honourary consultant of the university, and a large number of university professors from English speaking countries are invited as guest professors. In addition, the university does teaching and research work in cooperation with the famous women's Christianity University and Pear Flower University of Korea and Delhi University of India.

Since it takes "internationalization", "informatization" and "opening to the outside world" as its policy, the university decided to set up extensive network, with politics and law technology and commercial business, etc. as the main specialty. The university is expected to be a model in Asia.
